This paper examines the context and content of Russia’s new Information Security Doctrine, which portrays the country as a besieged cyber fortress that’s fighting to 1) maintain its great power status, and 2) safeguard its information space against external threats. To accomplish the latter, the new doctrine calls for intensified monitoring of Runet and prioritizes the development of Russian IT capabilities.
