As Europe’s emerging political leader, the expectation is that Germany should play an increasingly active role in addressing international crises. According to this text’s authors, Berlin’s 2016 new White Paper acknowledges this responsibility. It also emphasizes the country’s deterrence role against a bellicose Russia while also reinforcing its commitment to NATO.
