This report contemplates the differences between Finland and Sweden’s security policies, which are shaped by their respective military cooperation with NATO. The text’s author specifically traces 1) the two countries’ past cooperation with the Alliance in the Western Balkans, Afghanistan and Libya, and 2) the discrepancies between the territorial defense capabilities of Finland and Sweden’s crisis response capabilities. As a result of her analysis, the author ultimately questions whether the two Nordic partners will be able to maintain NATO cooperation without actually becoming members.
