This article summarizes a study of development initiatives promoting the growth of private enterprises. The authors find that enterprise growth is critical to achieving growth in average incomes and jobs and to reducing poverty. According to them, the most effective initiatives recognize that markets do not work in a vacuum and address market imperfections in a manner consistent with the country context.
