This article examines Somalia's situation as a failed state and the fundamental statebuilding challenges it faces. It reviews the following issues: the clan system and the Somali state, new forms of governance, political Islam and the Islamic courts, and a growing insurgency. The article ends with policy and programming recommendations for the transitional federal government.
