This paper examines how partisanship influences the willingness of overseers to exercise their check on executive power. In doing so, the authors provide a theory of divided government based on the need for effective oversight. They find that partisanship can mitigate inefficiencies in overseer behavior, as the distortions caused by partisan overseers' desire to affect an executive’s reputation can offset the distortions caused by their desire to enhance their own.
