This publication investigates the extent to which the Article 66.2 obligation in the Trade-Related Aspects of Intellectual Property Rights (TRIPS) has led developed countries to increase incentives to firms in their territories to encourage technology transfer to less developed countries (LDCs). It outlines Article 66.2, and the methodology used in the study, before discussing country reporting and government promotion of technology transfer. The author concludes that Article 66.2 has had a rather limited impact, then gives recommendations for further research in the area.
