This study examines the ratification process of the Aarhaus Convention in 12 post-Soviet states. The author finds that for the post-Soviet states, turning to Europe symbolized a rejection of their Soviet past and provided an opportunity to demonstrate an aspiration to western principles of transparency and accountability in governance. The challenges of following the Aarhus Convention requirements based on recognition of human rights and transparency in governance nevertheless still point out the tensions involved in reform, the author concludes.
