This paper analyzes EU policies driving biofuels production within and outside the EU and their implications for trade policy. The author examines how the EU’s plan to impose environmental sustainability criteria on biofuels can be implemented without violating the World Trade Organization (WTO) Agreement on Subsidies and Countervailing Measures (the SCM Agreement).
