This study examines issues related to transboundary water management in Africa. The authors present hydrological, economic and general political background data and analyze risks, conflict factors, and the potential and need for development cooperation. The study also covers topics such as benefit-sharing arrangements, donor engagement and the promotion of transboundary water management organizations. The authors conclude that transboundary water resources are far more likely to serve as the motor of transboundary cooperation than of violent conflict between nations.
