The report begins by setting popular activism against gangsterism and drugs in the historical and social context of the Western Cape in South Africa. It provides a history of People Against Gangsterism and Drugs (Pagad) as seen through the eyes of the media. The report focuses on accounts of Pagad's origins, development and current status provided by the nine people interviewed for the research. The interviewees include senior police intelligence officials, former gangsters, a prominent Pagad member, observers of the organization and anti-crime activists with an intimate knowledge of Pagad and the developments in the Western Cape.
