This paper evaluates the impact of EU agriculture and trade policies on development aid. According to the authors, a series of reforms have been undertaken by the EU aimed at decoupling support from reduction. These have reduced surpluses and waste and improved the environmental impact of European agriculture, ensuring that farmers become more responsive to consumers' needs. However, they argue, there is considerable evidence that, despite reform efforts, EU subsidies continue to have a negative impact on farmers in other countries, including in the developing world, due to their effects on production and trade.
