This paper discusses the need for a market access index for developing country exporters trying to assess the costs they face in entering a given market. The indicator presented here could be readily used for information on which to base negotiations as it would be sensitive to improvements in market access through reductions in tariffs and subsidies as well as to lower costs (or reimbursement through higher prices) for meeting public and private standards.
