This study draws on the empirical literature addressing technology transfer (TT) issues in an age where the trend of reinforcing the protection and enforcement of intellectual property rights (IPRs) prevails. It highlights the complexity of the TT process particularly when entities at different development levels are involved and the importance, in these cases, of the absorptive capacity of the recipient firms. The paper makes practical recommendations applicable to both least developed countries (LDCs) that want to use TTs and developed countries that have to comply with the provisions of Article 66.2 of the World Trade Organisation agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS).
