This report provides a summary of an e-Conference on Security Sector Reform (SSR). It takes stock of the evolution of the SSR process-identifying successes, failures and challenges and contemplates its future. The tenor of the debate during the conference made it clear that the SSR concept is not fixed or static, but still growing, particularly as effective programming on the ground evolves. There is, however, still a policy-practice divide that defines the record of SSR in developing and post-conflict countries.
