This report examines the effectiveness of South Africa's criminal justice system in terms of criminal investigation and prosecution of violent criminal acts. It discusses the nature of violence in South Africa and the planned killings between 1996 and 1998. The author examines the progress that has been made in investigating and prosecuting these cases. He discusses issues surrounding the operation of the criminal justice system to investigate and prosecute the persons responsible, describes the role of police services in informal settlements and offers recommendations.
