This study reviews economic reform policies in seven sub-Saharan African and three central European countries, focusing on the regulatory environment for private sector development and economic outcomes. It examines the connections between policies that improve regulation and the 'enabling' environment for private sector development. The authors argue that inappropriate regulation obstructs private sector and small enterprise development from contributing to national economic progress. They summarize the literature connecting private sector growth activities and regulation, as well as growth and poverty alleviation.
