This paper examines Sudan's electoral process and upcoming elections. It analyzes the local, national and international dynamics contributing to and resulting from the electoral process tentatively scheduled for April 2010 and the referendum on southern independence scheduled for 2011. The author offers a baseline risk assessment of the design and implementation of elections, as well as their impact on the political and economic development of Sudan. The paper demonstrates that although elections frequently feature as important benchmarks in post-conflict reconstruction, they incur significant challenges in both their design and impact in the Sudanese context.
