This journal opens with an analysis of the relationship between government and organized crime in Mexico and Brazil. It continues with an examination of Latin America's extensive record of failed and/or unstable presidencies, discusses individual rights revolutions in Costa Rica and Colombia and investigates executive branch manipulation of Latin American supreme courts from 1904 to 2006. It concludes with an impact assessment of electoral reform on regional cleavages and party system stability in Bolivia.
