This paper critically examines various approaches to enable developing countries to achieve greater access to climate change technology, including patent pools, databases and compulsory licensing. The author details the practical problems of these approaches, before arguing for a two-pronged solution: innovation strategy combined with mutually beneficial technological collaboration between developed and developing countries. The paper also reflects on the UN Framework Convention on Climate Change draft recommendations for technology transfer, and urges negotiators to recognize the need to support developing countries' universities and research institutions.
