This publication presents the results of a study that examines contested issues in the interim Economic Partnership Agreements (EPAs) between the EU and the African, Caribbean and Pacific (ACP) Countries. The author analyzes the legal and developmental implications of the five fundamental provisions of the EPAs: interpretation of general agreement on tariffs and trade, particularly the understanding of substantially all trade and reasonable period of time; clauses on most favored nation treatment; standstill; dispute settlement; and non-execution. It concludes with a list of recommendations for both the EU and the ACP countries.
