This publication assesses the impact of the WTO's green box provision, with growing evidence suggesting that green box payments can harm farmers in developing countries. It is a summary of an ICTSD book on the topic, and provides an outline of the development of the green box provision as well as its impact on developing countries, the environment and trade. It also discusses the Doha Round of WTO negotiations, where the EU and US have resisted substantial reform of the green box.
