This policy brief provides an overview of the evolution of Consultative Group on International Agricultural Research (CGIAR) and considers the challenges it has faced since its establishment. As a strategic partnership of international agricultural centers, the author notes that such an organizational model could be used to inform efforts that promote development and diffusion of climate change mitigation and adaptation technologies.
