This publication provides an update of the former Watson Institute Report on 'Strengthening Targeted Sanctions through Fair and Clear Procedures.' In the 2006 report, the authors focused on established sanction committee practices and recommended proposals to strengthen UN-targeted sanctions procedures. Since the initial report, the Security Council’s procedures have undergone significant reform to improve the fairness and transparency of the regime. This update identifies and analyzes these measures and includes recommendations advanced by the authors to address human rights challenges to targeted sanctions.
