This paper presents the Harmonized System (HS) of commodity classification developed by the World Customs Organization as it applies to the residential and commercial buildings sector. The author discusses the structure of the HS and the consequences of classification before providing a detailed characterization of climate mitigation goods available on a commercial basis within the framework of the HS.
