This Review of British society’s progress in equality, human rights and good relations is the first comprehensive picture of its kind, enumerating the gaps between ambitions for fairness and the actuality. There is much here that should make Britain hopeful; many of the old biases are, if not vanquished, on their way out. But there is also a great deal still to be done; and there are new challenges emerging.
