What do Chinese strategists think about the strategic implications of Beijing’s Belt and Road Initiative (BRI)? To find out, this publication explores how these analysts view 1) the BRI’s potential strategic benefits, including how it could bolster regional security, improve China’s energy security and increase Beijing’s influence in Eurasia; 2) key security risks facing the initiative, such as those related to other major powers, domestic and regional instability and nontraditional security threats; and 3) how China will have to marshal military, intelligence, diplomatic and economic tools to counter threats to the BRI.
