VERTIC has developed these Regulatory Guidelines as guidance for States when they are engaged in the process of preparing any regulatory and administrative measures that may be necessary to supplement their primary legislation for national implementation of the 1972 Biological and Toxin Weapons Convention (BWC), as well as the biological weapons-related provisions of UN Security Council Resolution 1540.
