This brief examines the compliance and eligibility requirements facing parties to the 1997 Kyoto Protocol in the run-up to its first commitment period (2008-12). The development of both national systems for emissions estimation and registries for accounting parties' emissions trading units provide the basis for meeting these requirements. The author explains that states have made considerable progress in developing the resources needed to establish their systems and registries. However, much remains to be done if all parties are to be deemed in compliance with the Protocol.
