It is sometimes argued that advances in the technologies and techniques that are vital for implementing and verifying nuclear arms reductions facilitates the political decisions necessary to achieve deep cuts in nuclear weapons. Patterns of advances in such areas however, the author argues, do not lend themselves easily to this common presumption.
