This publication analyzes how Preferential Trade Agreements (PTAs) have influenced intellectual property regimes in developing countries. The authors also highlight some of the challenges facing these countries in the implementation process. They find that Intellectual property rules in PTAs create actual and substantial implementation obligations for developing country partners. Implementation of PTA obligations often requires changes in legislation, adaptation on the part of domestic institutions, and modification of national procedures to implement new policies.
