This paper, commissioned by the Weapons of Mass Destruction Commission, sets out a range of possible mechanisms that could be established or enhanced to enable verification and implementation of the 1972 Biological Weapons Convention. Such mechanisms can be established individually or in combination with others. The authors explain which mechanisms are likely to attract ready support in the short term, and which ones may be more controversial. The paper also outlines the various funding opportunities as well as the advantages and disadvantages of each option.
