This report discusses key issues surrounding the 1993 Chemical Weapons Convention (CWC) and its implementing body, the Organisation for the Prohibition of Chemical Weapons (OPCW). It examines the performance of the OPCW and the states parties in supporting the treaty, and makes recommendations for change and reform. The authors place a particular emphasis on governance, management, finance, confidentiality, and transparency issues. They conclude by urging states parties and the OPCW's Secretariat not to let the CWC fail.
