This study looks at the debate on Border Carbon Adjustment (BCA) measures. After a short background on the policy discussions around this issue, the author presents three potential schematic scenarios of what a Border Carbon Adjustment scheme could look like. She then looks at the types of costs these three design options will incur for the public and the private sectors.
