This report looks at the impact of volatility on agricultural markets and discusses the factors that might have caused the price spikes during the 2006-08 crisis. More specifically, the author assesses what causes agricultural market volatility, reviews the way in which certain groups of countries responded to the spikes, and suggests appropriate policy responses at the national and international level.
