This report outlines the efforts being undertaken by a wide range of actors, from government bodies to NGOs to international organizations, to promote and accelerate more energy-efficient technologies. At the moment, harmonization is restricted to certain countries that have actively pursued energy efficiency policies. This has left many developing countries on the sidelines.
