In this paper, it is argued that the growing number of countries involved in the oversight of private security companies (PSCs) should boost confidence in the industry's ability to adhere to human rights principles and be held accountable for its members' actions in the role it will increasingly play in maritime security and counter-priacy efforts in the Indian Ocean. Looking ahead, the shipping industry's ability to provide its own security should allow governments to focus on the deeper causes of piracy and take action on governance, legal systems, and commerce in the Somalia area.
