This policy brief outlines the various issues hindering the peace-process aimed to end the First Ivorian Civil-War in 2004 as well as suggestions for how to move forward. It attributes the problems to a lack of confidence in the government and UN-French Peacekeepers, deliberate misinterpretation of key issues of the peace process for political convenience, and the unclear motivations driving the conflict. The authors call for a cessation in violence as well as a shift in internal and international policy concerning the crisis while admitting that the peace-building has been and will continue to be a challenge.
