This paper examines the strategic and security challenges facing Japan in the new world order. The authors argue that Japan's overriding foreign policy objectives, maximizing autonomy in an increasingly complex and interrelated global environment, can no longer be fulfilled by the strategy of comprehensive security but requires a new set of tools. After detailing the recent political and economic transformations confronting Japan and the new strategic environment, Green and Samuels outline three scenarios for Japan's global role: a Japan who chooses positively for interdependence, a nationalist/protectionist approach and, finally, a Japan that doesn't know what to say.
