This paper analyzes the usefulness of government subsidies in agriculture, fisheries and energy sectors. The authors review the scale and composition of subsidies provided in these sectors, their relative impact and the current state of policy reforms. They note the inefficiencies and economic distortions, perverse distributive consequences and negative impact on the environment that subsidies create and argue that subsidy reforms are necessary.
