This paper examines the inclusion of aviation in the EU Emissions Trading System (ETS) in relation to WTO international trade rules. In terms of effects on trade, and particularly exports to the EU, the inclusion of aviation in the EU ETS may have considerable consequences for the economies of some countries. The author analyzes whether the ETS scheme violates certain WTO international trade rules defined in GATT and GATS.
