This paper examines how China chooses to exercise its newly gained power in the framework of Asia-Pacific regional security cooperation. The author notes that Chinese foreign policy-makers are slowly overcoming their traditional reluctance to engage in regional security cooperation but remain cautious and conservative regarding forums such as the ASEAN Regional Forum. The author concludes that China’s Asia-Pacific partners can encourage China’s increasingly favorable attitude toward regional cooperation on security matters.
