This paper identifies a paradox within the Asia-Pacific Economic Cooperation forum. The authors believe that while it successfully focuses on regional trade policy planning it also fails to recognize the interdependence between economic prosperity and security, resulting in a lack of formal decision-making procedures, sanctions or conflict-resolution guidelines. The different authors address this paradox by stressing the need for linking economics and security. They argue in turn, for an increased US role, an evolutionary institution-based approach, and a revision of the US-Japan alliance.
