This paper analyzes the challenges that arise from the shift in the global balance of economic power toward East and Southeast Asia. In particular the author argues that the Asia-Pacific Economic Cooperation forum lacks the will and cohesion to play a substantial role in the creation of the new international economic order which is largely determined by the US and Western Europe.
