This paper addresses two critical and related issues in Northeast Asian security: the national strategies of North and South Korea and the promising developments in multilateral fora in East Asia. The first part concludes that South Korea has been successful in adapting to international realities whereas North Korea has been incapable of reconsidering its own national strategy. The second part focuses on trends in Asia-Pacific multilateral security mechanisms and their compliance to the national strategies of countries in the region. The author concludes that the pros of participating outweigh the cons but that awareness of the limitations is important.
