In this paper the authors examine Japanese trade, investment, and business practices in Asia. They note that Japan follows a regional industrial policy, similar to its national industrial policy and with the same kind of exclusionary effects that have made the market in Japan so difficult for foreign companies to penetrate. They conclude that this is a major threat to free and open trade in Asia and that only the United States has the political capacity to effectively counter Japan's production alliances.
