The contributors to this issue assess important policy questions concerning Hong Kong’s autonomy as a special administrative entity within the People’s Republic of China (PRC). The authors examine in detail the political and historical issues of the transition, the integration of two dissimilar economies, the simultaneous institutionalization of the political process in the PRC, and the repercussions on civil liberties in Hong Kong. They conclude with suggested response for US policymakers.
