This paper looks at the conflict in Africa’s Great Lakes region. The author argues that while previous peace agreements have made important contributions to stability, they have not addressed some key conflict drivers. Given the regional nature of the instability, international actors, especially those in Europe and the United States that provide significant financial support to governments in the Great Lakes region, are vital to achieving a comprehensive settlement.
