This guideline seeks to help countries implement National Action Plans (NAPs) on UNSCR 1325 and related resolutions concerning issues of women, peace and security. In the 12 years since the resolution 1325 was adopted in 2000, only about 42 countries out of 192 have developed NAPs. Lack of technical know-how, one of the reasons cited for this slow pace, necessitated the development of this guideline, which seeks to provide a generic template, recognizing that the context within countries will determine which of the pillars the NAP will focus on.
