This paper examines the development of slum communities in Ghana. It suggests that three factors have been important in shaping the development of these slum communities. First, historical conditions and informal institutions. Second, state-society linkages. And third, political accountability mechanisms. The author compares and contrasts political dynamics in Old Fadama, Ga Mashie and Ahsaiman, all of which are slum areas in the Greater Accra Region.
